Complaints Regarding the Public Guardian Program

This process may be used to reportonly non-urgent complaints. 

Note: DARS is able to accept complaints on behalf of clients of the Public Guardian Program only. About 92% of Virginians who have been appointed a guardian have a private guardian; DARS has no oversight or authority to investigate private guardians.

If you are unsure whether your concerns relate to a client of the Public Guardian Program, please email publicguardian@dars.virginia.gov before submitting a complaint.

Important: Do not use this process to report suspected abuse, neglect, or exploitation of an adult. Visit Adult Protective Services or call the 24-hour, toll-free APS hotline 888-832-3858. For emergency situations, call 911.
