Older and other vulnerable adults may be more at risk for abuse, neglect, or exploitation. Physical, mental, or social challenges may make it hard for them to speak up or protect themselves.
DARS’ Adult Protective Services and Ombudsman divisions work to protect their rights, dignity, and well-being with care and support.
Adult Protective Services
In Virginia, 120 local departments of social services provide adult protective services (APS) for adults who are:
- 60 years of age or older; or
- 18-59 years of age and incapacitated
Respecting the right of an adult to make his or her decisions is an important part of APS interventions.

Long-Term Care Ombudsman
The Virginia Long-Term Care Ombudsman Program plays a vital role in protecting the safety and security of older adults and individuals with disabilities who receive long-term care services in a facility or their homes. The program advocates for residents’ rights and addresses complaints about care and living conditions.
